				<content:encoded><![CDATA[	<p>A senior Kenyan security official says police have arrested a suspected gun smuggler with more than 100,000 bullets and an assortment of weapons and equipment.</p>
	<p>The official says police are also investigating whether Kenyan government security officials were involved in supplying the bullets and weapons. The official was speaking Tuesday just ahead of a news conference. He spoke on condition of anonymity because the information hadn&#8217;t yet been made public.</p>
	<p>Lawyer Cliff Ombeta says the suspect is Munir Ahmed, a Kenyan. Ombeta says Ahmed is his client and is innocent.</p>
	<p>He says Ahmed owns only four hunting rifles and that police should explain where they got 100,000 bullets, bulletproof vests and pistols.

	<p>Working inside a bio-secure greenhouse outfitted with motion detectors and surveillance cameras, government scientists at the Cereal Disease Laboratory in St. Paul, Minn., suspended the fungal spores in a light mineral oil and sprayed them onto thousands of healthy wheat plants. After two weeks, the stalks were covered with deadly reddish blisters characteristic of the scourge known as Ug99.

				<content:encoded><![CDATA[	<p>As this country waited in frustration for a fourth day without official results of its presidential election, the main opposition party of Morgan Tsvangirai announced its own final tally Wednesday, proclaiming victory with 50.3 percent of the vote - just enough to avoid a runoff against President Robert Mugabe.</p>
	<p>Zimbabwe is now waiting to see whether the official count matches the opposition&#8217;s, knowing it would not require a very heavy thumb on the scale to force another round of voting three weeks from now.</p>
	<p>There were signs that Mugabe had endorsed a second vote, which, while not as humiliating as an outright defeat, would still be a bitter pill for a man who has held power for 28 years and considers himself the father of the country.
